Central Government Holiday Homes and Touring Officers’ Hostels – An Overview
The Ministry of Housing and Urban Affairs (MoHUA), a department of the government of India, has guesthouses across the country for govt employees and pensioners.
The primary objective of such central government employees’ holiday homes is to provide accommodation while they travel to outstation places on personal or official trips.
These guesthouses are of two types:
Holiday Homes (HH): These are guesthouses for employees and pensioners on vacation or personal trips. Both AC and Non-Ac rooms are available in such central government holiday homes.
Touring Officers Hostels (TOH): These are primarily for employees traveling on duty. However, employees/pensioners on personal trips can also book these hostels if rooms are available. Like central government holiday homes, TOHs also have AC and non-AC rooms.
These properties are under the maintenance of the Central Public Works Department (CPWD), so central govt holiday homes are also called CPWD holiday homes or CPWD guest houses.
The Directorate of Estates, a department under the Ministry of Housing and Urban Affairs, manages room booking and reservations through an online portal called e Sampada.

The central government holiday home rates vary based on the following factors:
- Location: All CPWD guesthouses fall into three categories based on location – A, B, and C. The rates of central government employees’ holiday homes in Category A will be higher than in Category B and C.
- Category of the applicant: The rates of CPWD holiday homes vary based on whether you are a central government employee, state government or UT employee, or a guest accompanying a govt employee.
- Room type: VIP suites, AC rooms (with double, three, and four beds), non-AC rooms (with double, three, and four beds), and dormitories.
- Purpose of visit: E Sampada holiday home rates may also change depending on whether you book rooms for official or personal purposes.

What is e Sampada?
E-Sampada or eSampada is an online portal operated and managed by the Directorate of Estates, a department under the Ministry of Housing and Urban Affairs. Government employees, departments, and authorities can use the portal to book:

The Directorate of Estates launched e Sampada in 2020 to consolidate the booking services offered through these different portals into a single platform.

Who is eligible for E Sampada holiday homes?
The eligibility criterion for central government holiday homes is that you must be an employee or pensioner of the central or state government.
To book your rooms in a CPWD guest house/ eSampada holiday home, you must belong to one of the below categories:
1. A sitting MP
2. A serving central government employee
3. A retired central government employee
4. A serving state government employee
5. A retired state government employee
6. A serving Union Territory employee
7. A retired Union Territory employee
8. A serving employee or pensioner of the central or state Public Sector
Undertakings (PSUs), statutory bodies, autonomous bodies
How to do e Sampada registration online?
To book rooms in a central govt holiday home or bid for residential accommodation, you must first register on the eSampada portal. Check out the steps below on how to do eSampada registration online:
Step 1: Visit the eSampada website > Click on the Login tab on the main menu.
Step 2: A sign-in window will appear > Click on the Register Now option.
Step 3: Enter details, such as your name, DOB, employment category, city, PAN, email ID, and phone number > Verify your mobile number and email ID using OTP > Click Submit.
Step 4: A new window will appear. Enter your Date of Joining and Date of Retirement > Click on the Submit button.
Step 5: You will now get an on-screen message that your registration is successful.
Step 6: Click the login tab > Sign in to your account using your email ID/ mobile number and OTP.
Step 7: Once logged in, you will see an on-screen message asking you to complete your profile.
(Note: If the message does not appear, click on My Profile on the top left side to complete your profile.)
Step 8: You can now see some instructions on the screen. Read the instructions carefully and click OK.
(Note: Make sure you have the scanned PDF copies of the following ready before proceeding: 1) Your order of joining, 2) the pay slip for the current post, and 3) the fixation order for your current post.)
Step 9: Fill in all required details > Attach documents wherever asked > Add a profile photo. Once done, click on the Update Profile button.
(Note: Do not click Admin Role or DDO role at the bottom of the page since you are creating the page for personal use.)
Step 10: The system forwards the application to your admin office for online approval. You will get a notification once the admin approves your profile.
Once your profile is approved, you can book central government holiday homes and use other services (apply for residential allotments, venue booking, etc.) through the dashboard.
How to do central govt holiday home booking online?
You can book CPWD guest houses online through the eSampada portal in a few simple steps:
Step 1: You must have an account on the eSampada portal to make central govt holiday home booking online. Check our previous question to learn how to register and create an account.
Step 2: Once you have created an account, go to the e Sampada portal > Click on Login.
Step 3: Enter your mobile number/email ID > Click on Get OTP.
Step 4: You will receive an OTP on your registered mobile number/email ID. Enter the OTP > Click on the Sign In button.
Step 5: You can see your dashboard. Choose Holiday Homes/ Guesthouse booking on the left menu bar.
Step 6: You are now on the booking page. Here, you have three options – Check room rates, check room availability, and book online.
Step 7 (optional): If you want to check the room rates before booking, click on Check Rates for Stay > Select the purpose of visit, applicant category, guest house, and room type from the drop-down menu.
You can now see the rates based on the options you have selected.
Step 8 (optional): If you want to check room availability before booking, click on Check Availability of Rooms> Enter the required details > Click on Check Availability.
You can see whether rooms are available on the dates you plan to visit.
Step 9: To book central government holiday homes online, click on Book Online.
Step 10: Select the purpose of the visit > upload the required documents.
Note: If you are making the booking for yourself, you must upload your ID card (serving employees) or PPO ID (retired employees).
If you are making the booking for a third party, you must upload other required documents.
Step 11: Select the applicant category > Choose the guesthouse > Choose the check-in and check-out dates, etc. > You can see the room categories > Select the type of room you want to book.
Step 12: You can see all available rooms > Choose the room you want to book > Click the Make Payment button to proceed.
Step 13: Choose your preferred payment gateway and payment method > Make payment.
Step 14: Once you have successfully made your central govt holiday home booking online, you will get a notification. You can see the booking details and payment confirmation under My Bookings.

What is a central government holiday home?
Central government holiday homes, sometimes called CPWD guest houses or eSampada holiday homes, or e Sampada hotels, are accommodation facilities managed by the central government.
A holiday home is much like a hotel with different types of AC and non-AC rooms, food/in-house canteen, and other amenities for a comfortable stay.
Central/state government employees, both serving and retired, can book rooms in these holiday homes at affordable rates through the eSampada portal.
What is a touring officer’s hostel?
A touring officers’ hostel (TOH) is an accommodation facility for government employees traveling to outstation destinations for official purposes.
Though the facility is primarily for employees traveling on duty, you can also book a touring officers’ hostel for personal trips if rooms are available.
What is the difference between a CPWD holiday home and a touring officer’s hostel?
A CPWD holiday home and touring officers’ hostel are accommodation facilities for government employees traveling to outstation destinations.
A holiday home offers accommodation to serving or retired employees on personal trips, while hostels are meant primarily for employees traveling on duty.
That having said, a touring hostel also allows personal booking (family trips and vacations) if rooms are available after accommodating touring officers.
Who is eligible for VIP suites in central govt holiday homes?
Gazetted officers are eligible for VIP suites in all central government holiday homes and touring hostels except Grand Hotel Shimla.
Only officers with pay level 13 or above can book VIP suites in Grand Hotel Shimla.
Is there a mobile app for central govt holiday home booking?
Yes. You can make central govt holiday home booking online through the official eSampada app. The app is available for both Android and iOS users.

How many days before holiday homes can be booked?
If you are a serving central govt employee, you can book holiday homes online 60 days in advance. For retired central govt employees, the limit is 30 days.
Serving/ retired employees of other categories (state government, UT, autonomous/statutory bodies, PSUs, etc.) can book CPWD holiday homes online 15 days in advance.
What is the E Sampada contact number?
E-Sampada contact numbers are 011-23022199, 011- 23061319, and 011-23062231 (for queries related to central government holiday homes).
Can I book central govt holiday homes offline?
No. There is no provision for booking central government holiday homes offline. You must book them through e Sampada website or mobile app. Most CPWD holiday homes and touring officers’ hostels are available for online booking.
However, online booking is not available for some central government holiday homes. You must contact the respective allotting authority to book such a holiday home.
What types of rooms are available in central government holiday homes?
VIP rooms, double/three-bedded/four-bedded AC rooms, double/three-bedded/four-bedded non-AC rooms, and dormitory rooms are available in central government holiday homes.
What is the check-in and check-out time at central government holiday homes?
The check-in time is 11 am in central government holiday homes. The check-out time is 9 am.
